CONTRACT ADMINISTRATORS  (2)

ESSENTIAL DUTIES AND RESPONSIBILITIES

·          Seeking a midlevel to senior level contracts professional.  This individual must have demonstrated experience in managing specialized and complex proposals, bids and contracts, particularly those in response to Department of Defense requirements. 

·          Analyzes solicitation and contract requirements for acceptability and recommends and drafts appropriate contractual language.  Possesses the ability to interpret clauses, special provisions, specifications and terms and conditions to ensure compliance to applicable laws and regulations.

·          Must possess working-to-expert knowledge of contracting concepts, FARs and DFARs, Uniform Commercial Code and some experience in international contracting.  Knowledge and experience with ITAR / EAR and other regulatory provisions a definite plus.

·          Experience with authoring and negotiating various types of contractual agreements. 

·          Provides written and verbal contractual guidance to company personnel and program team members and bears the responsibility for contract performance.

·          Prepares contract Certifications and Representations in accordance with regulatory requirements and provides written and verbal instructions with regard to contractual requirements.

·          Responsible for developing pricing for proposals.  Gathers and analyzes cost and estimating data for appropriate utilization in pricing proposals, must be experienced with pricing contracts and proper rate application.  Prepares contract and pricing proposals for submittal to customers in accordance with individual customer requests and company and regulatory requirements.

·          Develops negotiation strategy and leads the negotiation team on cost, pricing and contractual terms. 

·          Disseminates contract and budget requirements for company distribution and direction.  Monitors contract performance against contract requirements and reports on same. 

·          Manages the contract change process and prepares contract claims.  Provides internal direction regarding contract changes.

·          Prepares and submits written correspondence including contract/technical data transmittals to customers in accordance with contract requirements and instructions.

·          Represents company and participate in customer meetings.

 

 

REQUIRED EDUCATION AND/EXPERIENCE

·          B.S. in Business Administration, Finance, Accounting or equivalent level of relevant experience.  Advance degree is highly desirable.

·          Minimum 7+ years relevant experience in administration of DOD contracts and subcontracts

·          Strong knowledge of FAR, DOD procurement procedures and related regulations

·          Pricing and proposal preparation experience in DOD contracts

·          Excellent analytical, negotiating, oral and written communication skills

·          Strong computer skills in Microsoft Office Applications, Excel, PowerPoint

·          Must have the ability to prepare financial spreadsheets

·          Travel as needed

·          Ability to obtain a Security Clearance and ATF approval to deal with our product

    BUYER - to serve as primary point of contact with suppliers and major subcontractors by coordinating the acquisition, management and distribution of materials and services for the company.

    CONTRACT ADMINISTRATOR - Midlevel to senior level contracts professional. This individual must have demonstrated experience in managing specialized and complex proposals, bids and contracts, particularly those in response to Department of Defense requirements.

    MACHINIST II – Sets up and operation of machine tools such as lathes, mills, and grinders to make metal parts, mechanisms, tools, and machines. Position requires proven machinist skills, including logical thinking, mechanically inclined, neat, organized, and productive.
    Ideal candidate requires minimal direct supervision, is a self-starter and can communicate and work well with lead-person, peers, and engineers in a 4-person shop.

    PROJECT ENGINER/WEAPONS SYSTEMS – Liaison with program management, manufacturing, production planning, quality assurance, and procurement functional organizations at Nammo Talley and key suppliers, to insure technical compliance of development systems, subsystems, components with specifications and contract requirements.

    SENIOR PROJECT ENGINEER – Will serve as project engineer in the Advanced Technologies Group as part of the new business “capture” team to grow and expand new and existing product lines.

    TEST ENGINEER - The Test Engineer is to direct a team in conducting ballistic and environmental tests on production and development products.

    Nammo Talley Inc., Mesa, Ariz., is being awarded a $136,482,000 contract for the procurement of the M72A7 Light Weight Anti-Armor Weapon (LAW) System and Trainers to replenish stockpiles.

    The M72A7 LAW, is a man-portable, shoulder launched rocket designed to destroy armored vehicles and covered enemy fighting positions.

    Record result for the Nammo Group in its tenth year

    The Nammo Group delivered its tenth year financial performance in 2008 and closed the year by another record result since its formation in 1998.

    The Group has increased its sales by 14%. Sales totalled 3 130 MNOK compared with 2 745 MNOK in 2007. The pre-tax profit for 2008 amounted to (NIBT) 375 MNOK compared with 361 MNOK in 2007.

    The first ten years since the formation of Nammo, the company has gradually developed from being a strong Nordic player, to an international competitive and well recognized supplier of ammunition and missile products.

    In 2008, 68% of the sales went to customers outside the Nordic region (Finland, Norway, Sweden). These sales covers 33% other Europe, 29% USA/Canada and approximately 6% in the Far East/Australia. 

    Nammo continues to sharpen its focus on high-tech niche products in a customer oriented market.

    Nammo to demil Cluster Weapons for Norwegian Armed Forces

    Nammo has recently signed a Demil contract with the Norwegian Armed Forces for demilitarization of their stock of 52.000 e.a. of 155mm Improved Conventional Munitions (ICM).

    The contract is a result of the Oslo Convention and the Ban on Cluster Munitions, signed by 94 Nations in Oslo on 3 December 2008. The fact that the Norwegian Armed Forces takes this fast action will influence on the other signing nations of the Oslo Convention.

    The disposal of the ICM's has started today, 30 April 2009, at Nammo's Demil facility at Løkken Verk outside Trondheim in Norway. The contract is foreseen to be completed by 31 July 2010.

    "For Nammo it is of utmost importance that Norway, as one of our three Nordic Home Markets, signs this contract with us and chooses a secure and environmental friendly demilitarization method. I hope that we in the future also can assist the Norwegian Armed Forces with their disposal of other stocks of old and obsolete ammunition types", says Reijo Bragberg, Executive Vice President of Nammo's Demil Division.

    A decades-old family business, a locally owned fast-food restaurant and a military contractor were given awards by the Mesa Chamber of Commerce Wednesday for their charitable efforts to help the community.

    The annual Mesa Chamber Awards Luncheon recognizes businesses that have shown an interest in the community beyond the normal course of doing business, said Charlie Deaton, the chamber's president and CEO. This year's winners are:

    • Thompson Auto Repair & Towing, small business award.
    • Chick-fil-A at Riverview, mid-size business award.
    • Nammo Talley, large business award.

    "These are businesses who are serving on various boards, whether they're chamber or other agency boards, nonprofit boards like the United Way and Feed the Family, those things that make a business a little different than someone who just simply is out to make a profit," Deaton said.

    Nammo Talley's 550-acre campus in northeast Mesa develops, tests and manufactures a wide range of propellant-based products. Employees there have always been self-motivated to help the community, said Steve Wagner, president.

    "When you live and work in the community, you really have a responsibility to be part of that, and that's what the key is with our community program," he said. "(During a recession) there's actually a bigger responsibility on the part of companies to reach out and support the people around you who may not be in the best of times."

    An article posted in The Commercial Dispatch "Despite dip in giving, United Way helps 17,000 in 2008" by Kristin Mamrack a staff reporter for The Commercial Dispatch on March 27, 2009 writes: 

    “In tough economic times, contributions to the United Way of Lowndes County have been down, but the organization — in its 55th year — was able to distribute about $310,000 to the agencies it serves.

    The fundraising goal for the United Way has been $600,000 for the last few years, but the goal wasn’t met this year, due to weather-related disasters and economic downturns, said Executive Director Jan Ballard, noting the United Way allocations committee worked with a budget of about $210,000 and was forced to use reserve funds for allocations to agencies served by the United Way of Lowndes County.

    “But we did have some very good campaigns with many of the businesses and industries enabling us to allocate funds at the level we did this year,” she added.

    “We’re no different than any other organization,” said Jim Wilson, the outgoing president of the United Way of Lowndes County Executive Committee. “When we have a downturn in our economy, we see a downturn in contributions. This year, we were unable to level-fund (our agencies), but we’re hopeful as the economy rebounds, so will our contributions. These funds are important to a lot of people.”

    During its annual luncheon Thursday, the United Way of Lowndes County recognized several individuals and businesses for their contributions to the community.

  • Coordinates with product line managers and project engineers to perform ballistic and environmental tests on company products (gas generator, rocket motors, and weapons systems).
  • Provides Technician Supervisor and Photographer with written instructions for instrumentation and test set up.
  • Verifies correct instrumentation and test set up prior to conducting test and oversees testing.
  • Maintains product test records for each area of responsibility.
  • Analyzes test results for comparison to test specifications, prepares technical reports and provides product line managers with program test status.
  • Directs the fabrication of test fixtures and control equipment.
  • Plans and coordinates off site testing with other test facilities.
  • Recommends test set up and equipment to project engineers for project planning.
  • Supplies cost estimates to product line managers for proposals.
  • Monitors and adheres to program budgets.

    REQUIRED EDUCATION AND/EXPERIENCE

  • B.S. degree in Engineering, Physics, Chemistry or a related field with 2 to 4 years experience as a Test Engineer in a Propellant, Pyrotechnic or other energetic systems environment.
  • Frequent use and application of technical standards, principles, theories, concepts and techniques is required. 
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
  • Ability to write reports, business correspondence, and procedure manuals.

    MACHINIST-08027

    Sets up and operates a variety of machine tools such as lathes, mills, and grinders to make metal parts, mechanisms, tools, and machines from blue-prints. Requires proven machinist skills, including logical thinking, mechanically inclined, neat, organized, and productive.
    Ideal candidate requires minimal supervision, is a self-starter and can communicate and work well with lead-person, peers, and engineers in a 4-person shop.

    Requires knowledge and experience with set-up and production of parts and tooling on manual mills, manual lathes, perform single point threading on lathe.

    Manual grinders, including grinding of own cutting tools. Some ability to design basic parts and tools is preferred. Good math skills and geometric dimensioning and tolerancing skills are required.

    Responsible for daily clean-up of work space and machines.

    Some overtime work may be required during busy periods.

    High school diploma or GED

    REQUIRED EDUCATION/EXPERIENCE:

    Production Support: Performs Quality Engineering functions in support of assigned programs; ready to back fill for any Program or Procurement Quality Engineer on any program.

  • Focuses Quality Engineering training to achieve safe and efficient processes and practices for both production and inspection.

    Supply Chain Management: Resolve supplier issues to achieve on time delivery of procured components and reduce company schedule or financial risk.

  • Ensure that all government and customer requirements for procurement are maintained.
  • Manage the performance of direct report personnel to ensure the achievement of organizational and departmental goals.

    REQUIRED EDUCATION/EXPERIENCE

  • 8-10 years experience with energetic products
  • 2-4 years of managerial or supervisory experience
  • Experience with AS 9100 / ISO 9000 quality management systems, internal auditing, corrective and preventive action, IPC 610 soldering, NDT and MIL-STD-1916.

    PROCESSOR

    Perform a variety of repetitive assembly and/or chemical processing operations which may include chemical weigh-out, mixing, casting, hardware unpacking, assembly, packaging and inventory control of hardware and chemicals.

  • Places parts in specified relationship to each other.
  • Operate and tend automatic and manual processing equipment.
  • Use a variety of hand and power tools, jigs and fixtures.
  • Work at different work stations as production needs require.

    SECURITY OFFICER

     

    Protect company property against fire, theft, vandalism and illegal entry

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    ·        Handles company 911 calls. In the event of an emergency, notifies appropriate agency (s), emergency coordinator (s), and directs emergency vehicles.

    ·        Patrols company grounds and buildings on foot and in company vehicle

    ·        Control’s alarms and responds to intrusion and fire alarms

    ·        Monitors oven chambers, documents temperatures, and notifies proper authority in case of upset conditions involving ovens.

    ·        Provides conditioning and cycling and documents times and chambers used.

    ·        Contact point for company employees needing access to building (s) and for Alarm Company during non-working hours.

    ·        Responsible for maintaining written reports on vehicles, rounds, visitor registers and guard reports.

    REQUIRED EDUCATION AND/EXPERIENCE

  • High School or general education diploma (GED)
  • Minimum of two years of full time security experience
  • Valid Arizona License with good driving record
  • Ability to obtain DOD security clearance at the secret level and ATF approval to work with our products

    PROJECT ENGINEER 

    Serve as the principal project engineer responsible for technical aspects of specific gas generator, rocket motor, or free-flight projectile programs at Nammo Talley.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide engineering technical lead for multi-disciplinary team of engineers, technicians and other support personnel.
  • Liaison with program management, design engineers, analytical engineers, manufacturing, production planning, quality, test and procurement functional departments, both at Nammo Talley and suppliers to insure technical compliance of system design, subsystems and components with requirements.
  • Perform preliminary and detailed design of propulsion systems, subsystems and components including propellant grain sizing, pressure vessel sizing, insulator sizing, nozzle and igniter design, ordnance and Ignited Safety Device selection.
  • Evaluates and approves design changes, specifications and drawing releases.
  • Prepare technical reports in support of contract requirements.
  • Prepare and present program technical information to Nammo Talley customers and suppliers at program reviews.
  • Aid in response to customer inquiry, assist in defining requirements, and assure design and test program meet the requirements of customer/government specifications.
  • Excellent verbal and written technical communication skills are essential.

    REQUIRED EDUCATION AND/EXPERIENCE

  • 5-7 years experience as an Aerospace/Ordnance Engineer with three (3) year assignment working with solid rocket motors or propulsion products.
  • Capability to outline analysis requirements, evaluate risk areas and implement mitigation techniques.
  • Strong CAD component design experience.
  • Engineering skills and training level generally demonstrated by graduation from an accredited BSME/BSAE/BSEE program.
  • Ability to obtain DOD security clearance at the secret level and ATF approval to work with our products

  • High acceleration, gun launched projectile Design & Test experience

     

     

    QUALITY CONTROL INSPECTOR  

    This position will be working with Energetic Materials – DOD Products, performing in process and final inspections of parts and assemblies to assure visual, dimensional, and electrical compliance to specifications or procedures.  

    ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Perform inspections using a variety of inspection tools and fixtures (Calipers, Micrometers, Depth Gauges, and Scales etc).
  • Visually inspects parts/assemblies for surface irregularities or improperly assembled or damaged components.
  • Also performs resistance and continuity electrical inspections using a Valhalla circuit tester or Megger insulation tester.
  • Must have good written and verbal communication skills to document nonconformance’s found during inspections.
  • Will successfully complete the J-STF-011 Solder Certification Course.  

    REQUIRED EDUCATION AND/EXPERIENCE

  • High School diploma or GED
  • 2-4 years of inspection or related experience
  • Ability to obtain ATF approval to work with our products

     

     

    MANUFACTURING ENGINNER

    Will develop, plan, design, implement and support manufacturing processes, tooling and procedures for the production of shoulder-fired (SF) weapon systems products for government contracts. Position job elements include proven experience with manufacturing process planning and design, assembly method selection, tooling and equipment design and selection, plant layout, manufacturing instructions, cost estimating, design for manufacturing (DFM) analysis, and manufacturing support activities in a product development to production implementation environment.

    BUYER

    Serve as primary point of contact with suppliers and major subcontractors by coordinating the acquisition, management and distribution of materials and services for the company.   

    ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Review contracts, specifications, drawings, technical documents, requisitions and applicable state and federal regulations to develop agreement terms and contractual flow downs.
  • Prepare RFP packages, including detailed subcontract Statements of Work and comprehensive competitive bid packages.

  • Monitor measure and communicate supplier performance and identify and address potential risk areas to prevent supply disruptions.
  • Perform financial analysis on pricing, negotiate prices and terms, assess competitive supplier abilities, finalize agreements and manage subcontracts and suppliers to successful completion.

  • Prepare contract Certifications and Representations in accordance with regulatory requirements and provide written and verbal instructions to company with regard to contractual requirements.
  • Analyze cost and estimating data for appropriate utilization in pricing proposals and prepare contract and pricing proposals for submittal to customers in accordance with individual customer requests and company and regulatory requirements.
  • Negotiate contract terms, conditions and prices with customers.
  • Prepare and process job orders and related documents reflecting contract requirements for internal distribution and direction.
  • Prepare proposal and contract correspondence and set up and maintains contract files.
  • Identify contract changes and prepare contract claims.  Provide internal direction regarding contract changes.
  • Prepare, monitor and issue contract/job budgets.   Monitor contract performance against contract requirements and reports on same.
  • Review contracts and orders from customers for acceptance based on company quotations and/or negotiated agreement.

    In a recent Defense Industry Daily article titled: F.I. - Russia Dominant in Soldier-Portable Rockets Through 2018 (25-Jan-2009) stated:

    With all the lay-offs, down sizing and other economic trials folks are dealing with currently, I wanted to share some good news for engineers, chemists, technicians and others interested in the Defense industry.

    Nammo Talley is in fact growing. Due to our unique specialization as a leader in development and production of solid propellant systems for extended range artillery ammunition, we are solid (pun intended).

    Recently in the news from 'Global Defence News - which covers all the news of the defence sector, globally' stated: Nammo Talley Defense, Inc., Mesa, Ariz., is being awarded a $15,460,047 firm fixed price contract for the procurement of 7,750 units of Light Weight Anti Armor Weapons rockets, M72A7, to replenish stockpiles. The M72A7, DODIC HA29, is a man-portable, shoulder launched rocket designed to destroy armored vehicles and covered enemy fighting positions. Work will be performed in Mesa, Ariz., (70 percent); Camden, Miss., (16 percent); and Davidsville, Pa., (14 percent), and is expected to be completed by Apr. 2011.
